Extra links in energy supply structures increase tariff for consumers - Godunova

“Created in 2004, an additional link represented by energy supplying organizations increases the final tariff for thermal energy consumers in the cities of Astana, Karaganda, Pavlodar and Petropavlovsk. Returning to the practice of combining activities for heat supply and transmission of heat energy will reduce the financial burden on consumers and ensure effective control in the industry, since there is no clear procedure for bringing subjects of natural monopolies to administrative responsibility for failure to comply with the tariff estimate and the investment program,” Godunova believes.

According to her, the existing mechanisms for collecting fees from consumers for heat supply services do not allow for the prompt collection of debts.

“In the future, this negatively affects the financial stability of the company. It is necessary to study the world practice in these matters and consider a simplified procedure for collecting such debts,” Godunova suggested during the plenary session of the Majilis of the Parliament of the Republic of Kazakhstan.
